Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from different nations. Immense energy is expended on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, persist.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through statements or actions, from thinking that the situation will not change more in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
